What Your Paint Specification and Inspection Test Plan Should Tell You (And What Many Don't)

In protective coatings, success is determined long before the first litre of paint is mixed. While environmental conditions such as temperature, humidity, dew point, and wind speed are important, they are only a small part of the quality equation. The real foundation of a successful coating project lies in a well-developed paint specification and Inspection Test Plan (ITP).
The specification is the roadmap for the project. It defines the coating system, required standards, inspection requirements, quality acceptance criteria, and the documentation needed to demonstrate compliance. A good ITP then translates those requirements into planned inspection activities, hold points, verification methods, and records that will ultimately form part of the Manufacturing Data Report (MDR).
Before production begins, coating professionals should be assessing far more than environmental conditions and paint batch numbers. The specification should be reviewed to confirm:
Service environment and required design life.
Surface preparation standards and cleanliness requirements.
Surface profile requirements.
Coating compatibility and approved materials.
Required dry film thicknesses.
Recoat windows and curing requirements.
Inspection hold points and acceptance criteria.
Documentation and traceability requirements.
Surface preparation deserves particular attention. Industry experience consistently shows that inadequate preparation is one of the leading causes of premature coating failure. Before blasting begins, inspectors should assess substrate type, corrosion levels, mill scale, contamination, existing coatings, fabrication defects, sharp edges, weld quality, and accessibility challenges. These factors directly influence both coating performance and long-term asset life.
An effective ITP should include verification activities covering:
Initial substrate condition assessment.
Contaminant removal and cleanliness checks.
Surface profile measurement.
Abrasive and consumable verification.
Paint storage and material traceability.
Mixing ratios, induction times, and pot life monitoring.
Wet and dry film thickness inspections.
Cure verification and final inspection requirements.
Modern coating inspection is about verification, not observation. Inspectors must confirm that each stage of the process complies with the specification before the next stage proceeds. Hold points before and after surface preparation, coating application, curing, and final acceptance provide assurance that quality issues are identified early rather than discovered after the asset is placed into service.
Most importantly, the MDR should not be treated as an end-of-project exercise. It is progressively built throughout the job. Environmental records, surface preparation reports, calibration certificates, coating batch records, inspection results, repair documentation, and final acceptance records all contribute to a complete compliance package.
